Observation and Training conducted for the Delegation of the National People’s Congress of the People’s Republic of China

 The leader of the delegation Mr. Liang Ying, the Deputy Manager of Legislative Affairs Committee Office, and 20 other personnel of the same group visited Japan in December 2012. Draft of law is being discussed among the standing committee of the National People’s Congress of the People’s Republic of China (hereinafter referred to as “China”) to enact and revise laws, and the delegation visited Japan in order to understand the system of law in foreign countries such as Japan, where the system of drafting and revising the law is very well organized. Their purpose is to train themselves in Japan and to take home the idea to prepare the grounds for Chinese laws.
JICE conducted training in the field of “Legislation” for 2 weeks. The delegation has gone through lectures at the Lower House and the Ministry of Justice of Japan. They also visited the District Court and municipal government like Kobe City. They were very enthusiastic about exchanging their views.
On weekend, they visited Arashiyama where the famous Chou En-Lai’s poem is displayed, and enjoyed the autumn leaves. They also visited Todaiji-Temple, with long history of Japan-China relationship and paid a courtesy call on Mr. Koukei Kitakawara, Head of the Temple, who taught us things to keep in mind when engaging ourselves in law.
